    "content": "The other thing I would like us to think of is the regulator. We are talking of a commission, which will vet and issue licences. In addition to the normal processes and the regulation that the commission will come up with, which we do not know yet, there has to be specific security vetting of not just the people, but also the facilities. This is so that our security apparatus which are the National Intelligence Service (NIS), the military intelligence and all the people who take care of us, discuss even at the National Security Council (NSC). They should be comfortable that we are not placing dangerous material in the hands of an irresponsible person who then blows up the country. You saw what happened in Japan. If somebody purports to put up a warehouse somewhere and there is some leakage, we can live with the negative implications of that for generations to come. We do not want that to happen when we are sitting in this Parliament looking at nuclear regulations. Do not think of them and be happy that they will help us to generate nuclear energy. Let us look at the risks that anyone setting up a facility in this country will go through."
