    "content": "Of course, we have to be frank with ourselves. For example, at the moment, despite having environmental laws, we are unable to manage industrial effluence and discharges from industries which pollute our rivers. What does this tell us? That, we cannot run away from the issue of corruption. Personally, I will be very hesitant to support the clauses relating to licensing, commissioning and regulation of nuclear plants. Having looked at that part, it is as if this Bill will allow independent power producers to set up power plants. This to me is very risky unless somebody convinces me it is normal."
