    "content": "I think we can remember sometimes back at the height of one of the worst droughts in this country. We imported powder milk from one of the eastern European countries. Fortunately, it was discovered it had traces of radioactive materials. Although the discovery led to the rejection of that product, I am sure that, at that time, we did not have clear laws in terms of charging those responsible for bringing in such a product. But with this Bill, I am sure such risks are going to be avoided."
