    "content": "As we allow foreigners to come and practise in Kenya, we know that there are some who have come to do businesses to the extent of even selling maize. If foreigners come in, are we in control? If they come in to invest in health, are we in control of what they bring in and are we able to monitor them? As a nation, it is important that we take this matter seriously. It is not only a matter of health but also security. I hope the amendments that the Committee will propose during the Committee of the whole House stage will consider the security aspects because it is very important and it was not addressed in this Bill."
