Who will work in those halfway homes? A lot has also been said about our social systems. We are talking about social workers, but as a Parliament, we have not yet passed legislation that regulates social work. Who is a social worker? Is it a person who has a degree, a diploma or a certificate in social work? Who is an accredited social worker in this country?"
