    "content": "The Member for Turkana South said that there is no reason to limit referral hospitals. We devolved to 47 counties. There is no reason why our Level 5 hospitals cannot all become referral hospitals, if we put in place those standards that I was speaking about previously. There is the funding that goes to the counties for purposes of hospitals. There is no reason why the capitation or the conditional grants should be taken to the county governments.
