    "content": "I imagine that for us to achieve the Universal Health Care (UHC) coverage as contemplated in the Big Four Agenda, it is important that we establish a clear and adequate link between primary healthcare facilities and referral facilities. I believe and trust that a referral hospital is truly one. A matter that ought to come to referral hospitals is that which primary healthcare facilities are unable to deal with. That is why it is important to highlight a few issues that have come out clearly in this Report."
