In the long run it is important, as recommended in the Report the Prison Department be supported to establish mental units in maximum security prisons rather than taking mentally ill convicts to Mathari National Teaching and Referral Hospital. Before that happens, probably in the coming year, through gazettement the Department of Correctional Services should be allowed to gazette the maximum security ward in Mathari National Teaching and Referral Hospital as part of our prison or remand system so that it allows them to provide budgetary support to the Hospital. It is unfortunate that Mathari National Teaching and Referral Hospital lies in an area that is very attractive to land grabbers and does not have a land title. Therefore, I strongly support the recommendation of the Committee that the titling of this hospital has to be done in the next six months."
