    "content": "The Constitution of Kenya 2010, in the Forth Schedule, gave the provision of health services to county governments. But the issue of policy and referral hospitals falls squarely on the national Government. The Kenya Health Policy 2014 - 2030 is the one which currently drives the effort by Government to provide universal health care for every Kenyan.
