    "content": " Thank you, Hon. Speaker. The Chairman of the Budget and Appropriations Committee (BAC) has said it all. The passage of the 2019/2020 Appropriations Bill will give legal backing and allow the national Government, Parliament and the Judiciary to withdraw funds from the Consolidated Fund in line with the Budget Estimates that this House has approved under the Committee of Supply which we prosecuted last week."
