    "content": "Secondly, I really want to ask my friend, the Chair of the Budget and Appropriations Committee, that when he is bringing something for us to support, let him consider convening his fora elsewhere to lobby and explain to us, so that we can understand and read from the same page. Otherwise, I oppose these amendments. I suggest that we put the regulations first and then we allocate this money. I know that we may have some Members of Parliament who want to be Senators in future. So, that is why they are supporting these amendments but I want to be clear. I know that county governments have a lot of financial mismanagement."
