I thought that after almost two years, we will be familiar with this process. We are still at the Second Reading of the Bill. For avoidance of doubt, the Chair of the Committee has decided to inform Members at this point of what he intends to do when we move into the Committee of the whole House so that he carries the House with him. If you want to speak to the amendment, you should wait until we get into the Committee of the whole House. The debate is on the Second Reading of the Appropriation Bill (National Assembly Bill No.46 of 2019). Hon. Millie Odhiambo got the opportunity to explain as a Member of the Budget and Appropriations Committee. It was again explained by Hon. Makali Mulu. When we get to the Committee of the whole House Hon.
