    "content": "(Kikuyu, JP); Hon. Temporary Deputy Chairman, I beg to move: THAT, the following new clause be inserted immediately after clause 3— Conditional 4. The amounts in the Schedule of— appropriation. (a) five hundred million shillings appropriated under Vote R 2041 under programme 0722000 (Senate affairs), earmarked for the County Oversight Programme; and (b) fifty million shillings appropriated under Vote R 2042 under programme 0721000 (National legislation, representation and oversight), earmarked for the proposed National Oversight Programme, shall not be disbursed until the Cabinet Secretary for National Treasury makes, with the approval of Parliament, regulations to provide a framework for the disbursement of the monies."
