    "content": "I am also concerned that we have only five referral hospitals in this Report, and the last one is the Kenyatta University Teaching and Referral Hospital. At a time when we have 47 counties, we should be speaking of elevating all Level 4 hospitals and district hospitals to Level 5 hospitals. I am happy because Hon. Kaluma is here. I know he has been very keen and passionate about Homa Bay Hospital that is in a bad state. If all our district hospitals were elevated to referral hospitals and given Level 5 status and the necessary funding, it will go a long way towards achieving the Government’s Universal Health Care Policy that we all support now."
