    "content": "Thank you, Mr. Deputy Speaker, Sir. I hope you take into account what has happened. This sovereign power is delegated to Parliament. It does not say the National Assembly; it is delegated to Parliament. In my understanding of the Constitution, Parliament is both the Senate and the National Assembly. The functions have been defined under the two intergovernmental settings; the National Assembly and the county governments. Under the county governments, there are those functions that are fully exercised by the county governments like agriculture, health and many other services."
