    "content": "Thank you, Mr. Deputy Speaker, Sir, for the opportunity to join my colleagues in responding to the Statement by the Senate Majority Leader. So much has been said, but the bottom line when all is said and done is that devolution is under attack. That is the bottom line of what is going on and it should not just be an issue of the Senate. Anybody who loves and supports devolution should condemn what happened today in the National Assembly. The push and pull between centralization and decentralization is not without precedence. Sen. Ndwiga has just told us what happened in 1966 and even with mature democracies, there is always that push and pull between decentralizing and centralizing power. So mine is to urge my colleagues not to give up on this war. We remain steadfast and make sure that we fight and continue to strengthen devolution.
