    "content": "Mr. Deputy Speaker, Sir, we should not behave in a manner likely to confuse Kenyans, that we are playing in the same league with the Members of the National Assembly. We will not do that, because this must remain the House of reason. Six years into devolved governments and bicameral legislature, it may appear as if there is a section of leadership that does not appreciate the role they are supposed to play and that the Senate is supposed to play. Therefore, the only arbiter will be the courts in this country."
