    "content": "Thank you, Mr. Deputy Speaker, Sir. Let me associate myself with the sentiments that have been made by these great, wise men in this country. When the people of Kenya gave themselves this Constitution, and through Article 96, spelt out one of the roles of the Senate which is very important, to protect the interests of counties and their governments, they knew very well what they were doing. When any busybody anywhere wakes up and imagines that a Bill that touches on counties can be passed without passing through this House, it is a serious violation of this Constitution."
