    "content": "Mr. Deputy Speaker, Sir, our intervention and why we say that we must be concerned is because the National Assembly can easily overcommit this country. They can do this to the extent that by the time we are try to come up with a formula for dividing money that is supposed to go to counties, we will realise that there is no money, because the country is overcommitted and, hence, there will be no money to send to the counties. That is our concern. Therefore, when we say that we must take this through, it is after recognising that, that House of Parliament may become rogue and mess us completely.
