    "content": "When HELB was coined it was supposed to help the needy students. Maybe I would not even be in the Senate if it were not for a HELB loan. However, the issue of HELB loans of late is raising big questions. As my colleague Sen. (Dr.) Musuruve has already said, it is acting like a shylock. Every country must ensure that its citizens get quality education. Our country Kenya has Vision 2030. That cannot be achieved without having its citizens being educated, in order to provide the right skills to work in the manufacturing and production industries and spur growth that will make this country a middle income earner. However, it becomes a challenge when students, particularly those accessing higher education, are subjected to such very harsh conditions."
