    "content": "Article 96 says that the Senate represents counties and serves to protect the interests of the counties and their governments. It is clear. It is in black and white both in spirit and the letter of the Constitution. Article 109 says, for record purposes, that Parliament shall exercise its legislative power through Bills passed by Parliament and assented to by the President. Article 109(2) says that any Bill may originate in the National Assembly. This House has a blanket cheque. Any Bill under the sun can originate in the National Assembly."
