    "content": " Thank you, Hon. Deputy Speaker. I will try my best to be as brief as possible so that other Members can get a chance to speak. I rise to support the Motion with a heavy heart. This is because it appears to me that the Second Senate of the Republic has learnt nothing from the first one. In 1966 just three years after Independence, Kenyans decided to do away with the Senate that existed then.
