    "content": "The Senate in Article 96(1) represents the county as an entity or institution. That is what they deal with and not the people in the county. The wording of the Constitution is very clear on that. That is the reason why when you look at the building at the far end, you see the people of Kenya seated. It is the National Assembly or the Assembly of the nation here seated and not the Senate. The Senate is for counties."
