"content": "Hon. Temporary Deputy Speaker, appointments by the President are specifically provided for under Article 132 of the Constitution. Under this Article, certain appointments made by the President shall be confirmed by the National Assembly. Article 132 of the Constitution states that the President shall nominate and, with the approval of the National Assembly appoint, and may dismiss, any state or public officer whom this Constitution requires or empowers the President to appoint or dismiss. Therefore, when the issue of the Inspector General of Police came here, we should not have agreed to the formation of a Joint Committee because the Constitution is clear. We should have followed Article 132 on the roles of the President. The business of approval of presidential nominees should be transacted in this House. In fact, the Inspector-General of Police should have refused to appear before the Joint Committee on the ground that he is a law-abiding citizen."
