    "content": " Mr. Temporary Deputy Speaker, Sir, I beg to reply. (a) I am aware that Mutito and Nzambani districts were carved out of the larger Kitui District in June, 2009. The Vote Book for Mutito Constituency should, therefore, have been moved to one of the new districts from Kitui Central District Treasury. The District Treasury for the new two districts commenced operations in February, 2010 when the District Accountants reported on duty in these two stations. The delay in the transfer of the Vote Book has been occasioned by lack of minuted resolution of the Mutito Constituency Development Fund Committee as to where between the two districts they wish the Vote Book to be transferred to."
