    "content": "The Constitution envisaged devolution of state organs and institutions and decentralisation of services to be as close as possible to the smallest or average person in the village. This Bill seeks to appreciate that other than the fact that health is a devolved function under the Fourth Schedule of the Constitution, it is important that institutions that offer services to Kenyans are devolved and taken to the levels or areas where Kenyans ordinarily reside. So, the enjoinment of the KEMSA to the county governments where services are offered is the right step at the right time and for the right reason, which is a constitutional requirement."
