    "content": "It is unfortunate that we have been talking about budgets. A lot of funds remain in Nairobi whereas functions and responsibilities, particularly important ones like health, are not adequately funded thereby leaving county governments with inability to discharge functions. In Migori County where I come from, we are appreciative of the fact that we get funded through the Equitable Shareable Revenue. However, just like other counties, we are not adequately funded. So, healthcare has suffered adversely in Migori County just like in other counties. As we legislate matters of health, it is important to stay focused. It is in the counties where the rubber meets the road. That is where we should take resources, opportunities and focus when it comes to matters of health."
