    "content": "Mr. Temporary Deputy Speaker, Sir, first, I want to say that we have no problem with the contractor being on site. However, the procedure that was there previously, where a contractor was automatically given money to start the work was discouraged partly because we would give money and some of them would never get to start the work. So, it is our belief that when you tender for this work, you have the necessary capital for you to be able to work until such a time when you can be paid. But on a needful basis, we are able to consider the advance payment."
