    "content": "The House amended that section and said that the Shipping Line must be wholly owned by the Government. That amendment by the House which was brought by the honourable Member for Mvita, excludes completely the KNSL from the advantage sought by amending this section due to the fact that it is not wholly owned by the Government and, therefore, does not qualify for its exemption."
