What we are dealing with this afternoon, is the Presidential Memorandum. If the Committee’s Report has an issue, he should have raised it when the Report was tabled by the Chairperson of the Departmental Committee on Transport, Public Works and Housing. So, the Member is out of Order. He is flogging a dead horse. I want to teach him. He is a new Member and I am a ranking Member."
