    "content": "If you go to South Africa today, you will know that you will get this Service in Pretoria. In Ghana, you will know that once you land in Accra, you will get a particular institution. So, what is difficult for us to just indicate specifically and say that this is not just an institution going to be used by Kenyans, but by the rest of the world and it should be stationed in Nairobi? The flexibility you are talking about here may not be what we need. In this case, we need certainty over flexibility. I wish to appeal to the Hon. Chair of this Committee to drop this amendment so that we have certainty about the place where this will be situated."
