The idea of substituting the word ‘Nairobi’ as an area or place designated by the CS is in good spirit. This is because many nations have moved their capitals. If the capital changes, it means we would have to sit here and move an amendment to the law. It is good to say a place designated as opposed to giving the capital city and naming it."
