"content": " This is important because Clause 3 talks about presiding and not about a vice-chair. It is about presiding. So, we are not electing a vice-chair in every meeting. We are only choosing a presiding officer. That is what Clause 3 says. The chairperson shall preside at every meeting and in his or her absence; the members shall appoint one from among themselves to preside. It is not about vice-chairmanship. That is what I want noted. It is about presiding over a meeting where the chair is not there. It is not about vice- chairmanship."
