Millie raised this herself - what this clause is doing is introducing new clauses that have not been subjected to Second Reading. They are coming in as new sub-clauses. They could as well be introduced as new clauses. So, we need to figure out exactly that we are not legislating outside the established framework where we are now introducing new clauses.
