Temporary Deputy Chairman, I beg to move: THAT, Clause 14 of the Bill be amended by inserting the following new sub clause immediately after sub clause (2)— “(3) The Service shall ensure that the appointment of its staff reflects the ethnic, gender and regional diversity of the people of Kenya.” The justification is simple. It is to provide that the Service shall consider the ethnic, gender and regional diversity of the people of Kenya while making appointments."
