    "content": "Mr. Deputy Speaker, Sir, the issue of irrigation within the county context is key. Therefore, it was important, for example, to ensure that this Bill does not die. As we know, according to the Standing Orders and the Constitution, if the Members of the Mediation Committee are not able to come up with a version of the Bill that is acceptable to both the Senate and the National Assembly, then that Bill is lost. I am, therefore, happy that they were able to arbitrate and come up with a version of the Bill that is acceptable to both Houses."
