As I speak, the issue concerning special needs has persistently come up but it has never been addressed since 2003. As a scholar, apart from being a leader, I am passionate because I know that people in Government offices and the KICD have no time to read. That was evidenced when they quoted the work that I did in 2003 but they cannot listen to me as a scholar. I know they cannot implement what I recommended."
