    "content": " Thank you, Hon. Temporary Deputy Chairman. This amendment by the Chair of the Departmental Committee on Justice and Legal Affairs is very good. It is consistent with some of the pronouncements the courts have been making over the last few years, including some that we legislated in the last Parliament. This is prudent and in line with the Fair Administrative Action Act and Article 55 of the Constitution, which allows the face of Kenya, taking into account education, race and everything else."
