    "content": "The amendment seeks to clarify the provisions and sets out the administrative powers of each of the Clerk of the House. It is observed that the powers and functions to be assigned to the Secretary to the Commission under the Parliamentary Service Act must take cognisance of the bicameral nature of Kenyan Parliament as established under Article 93 of the Constitution. The basis of this amendment is to make the functions of the two clerks of the two Houses to be very clear as set out under Article 93 of the Constitution. That is the essence of this amendment."
