    "content": " Thank you, Hon. Temporary Deputy Chairman. The amendment proposed by the Departmental Committee on Justice and Legal Affairs seems to be progressive and takes care of the bicameral nature of Parliament. However, since Parliament is one institution, we should consider a situation whereby we have one centre of power. I am particularly concerned by the implication of Article 127 of the Constitution that clearly says that the Clerk of the Senate shall be the Secretary to the Commission. The plain reading means that we will have a centralised system. Even if we have different Clerks serving different Houses, we should have one centre of reference where we can channel issues regarding the overall management of the affairs of the institution called Parliament”."
