    "content": " Hon. Temporary Deputy Chairman, the main issue generally lies in the original Bill. Probably, the Chair of the Departmental Committee on Justice and Legal Affairs, in my understanding, seems to clear the ambiguity or the difficulties contained in the Act. Instead of the word “and”, which presupposes that for a Clerk to be removed, he must have breached all those, he has brought in the word “or”. In my limited understanding, it means in any of those, the Clerk can be disciplined or removed on the basis of flouting any of the provisions or the issue stated between (a) and (f). That is my understanding, so that instead of “and” he is saying “or”."
