    "content": " I beg to move: THAT, Clause 25 of the Bill be amended by inserting the following new sub- clause immediately after sub-clause (3)- (3) The provisions of sections 19, 26(2) and 27(4) shall, with the necessary modifications, apply to the officer appointed to head the centre for parliamentary studies and training. The justification is that the amendment seeks to empower the officer appointed to head the Centre for Parliamentary Studies and Training (CPST) to manage and control the staff employed at the Centre and also administer their scheme of service. Basically, it is to empower the person in charge of the institution to have control."
