    "content": "The Committee observed that the prescribed penalties for the convicted offenders were lenient and may not deter the committal of offences. That is why we are proposing to enhance the penalty. It is basically to ensure that whatever penalty is meted to offenders is enough to deter the officers from participating in any illegal activity or committing crimes."
