Speaker, I beg to ask the Cabinet Secretary for Industry, Trade and Co-operatives the following Question: (i) Is the Cabinet Secretary aware that between August 2008 and October 2014, M/s. Indo African Tea Co. Limited (India), SSOE (K) Limited (India), Mcleod Russel Africa Ltd (India), and Empire Kenya EPZ Ltd (Sri Lanka), were registered as Foreign Direct Investments (FDI)? (ii) Given that the countries where these foreign companies are domiciled are major tea producers and do not allow local registration of international competitors, could the Cabinet Secretary explain why those companies have been allowed to engage in bulk tea business at the Mombasa auction, despite the registration precondition that restricted them to trading only in “value-added” tea ? (iii) Could he consider providing guidelines on the participation of FDIs in the tea industry in the country and to further ensure that tea exports by FDI is restricted to “value added tea”?"
