"content": "Once again, this one should go to the people in the Directorate of Legislative and Procedural Services. When a Question is framed in this manner, a Member can easily be frustrated. The first part of the Question asks whether the Cabinet Secretary is aware of the frequent cases of inefficiency and complacency at the Lands Registry in Nyahururu Town due to what you indicate as bribery, deliberate misplacement of files, rudeness of staff, imposition of arbitrary conditions on leases and general poor service delivery. If the Cabinet Secretary responds and says that he is not aware, you may not achieve what you intend. I can tell there is something you would want to achieve. If you get that answer, then part two of the Question will not arise. You can ask those who were here in the previous Parliament when Questions were answered by Ministers here on the Floor of the House. If you asked a Question like this one to a Minister those days, he would be very happy to come and say that he was not aware and the second part arising from the first part of the Question above will not arise and the matter would just end there."
