    "content": " Hon. Speaker, this is the same story of Senior Counsel Tom Ojienda going to court to challenge the Finance Bill on the matter of boda bodas . Until the Finance Bill is introduced to this House for First Reading, the Chair of Departmental Committee on Finance and National Planning cannot give a statement. I would like to tell Hon. Manje that the Bill is at the maturing stage. It has been published, but it is not yet public. Once it is mature and it is read for the First Time and referred to the relevant Departmental Committee, that is the time when he can come in. As the Speaker said, the 10 per cent will only take effect once the Bill is passed and is assented to by the President. For the record, the Finance Bill does not go to the Senate. It is one of the Bills that the Senate has no business with. Senior Counsel Tom Ojienda must be told that the letter he wrote to the Speaker of the Senate is null and void.
