    "content": "Unfortunately, the Senate has chosen to misinterpret the Constitution and abrogate deliberately to themselves functions that are otherwise for the National Assembly. I will give one simple example. The Senate has done this at the expense of the mandate they are supposed to be performing. For example, under the Statutory Instruments Act, which gives the power to the Committee on Delegated Legislation in the National Assembly, the Senate has gone ahead and established a Committee on Delegated Legislation and attempted to begin to scrutinise National Delegated Legislation; when, in fact, they should be scrutinising the delegated legislation that is published by the County Executive Committees (CECs) of the counties and sent to the county assembly for approval.
