    "content": "Mr. Speaker, Sir, I would like to inform Sen. Omanga and the entire Senate that we cannot shield ourselves behind the narrative of county governments being underfunded. I have stated in the Statement very clearly that Kakamega County was given a conditional grant of Kshs427 million. However, they only spent Kshs67 million on Kakamega County General Hospital. The rest was diverted to other county activities. Counties cannot lament that they are being underfunded when they did not utilise appropriately the money they received from the national Government."
