"content": "Madam Temporary Deputy Speaker, Sir, regarding the District Planning Centres, when they started in the last financial year, we were told that we were going to plan for new District Planning Centres or planning units. They were about 83 new ones and about 24 existing ones which were supposed to be renovated. Those are some of the units which existed when they were given money in the last financial year. I was a beneficiary of one centre in Ndhiwa Constituency but to date, no work has started. The reasons which the Ministry is giving is that the Government of Kenya was supposed to pump in some seed money; about Kshs500 million, in order for the donor to also give Kshs500 million. To date, not even a single cent has been pumped in."
