    "content": "Fourthly, Sen. Malalah mentioned about conditional grants. We agreed that there are many challenges in terms of workforce in health dockets across the 47 counties. There are some challenges that counties face; for instance, they think that buying drugs worth Kshs100 or 200 million is too much. The PFM Act clearly states that you cannot reallocate funds meant for specific things. We must, therefore, ensure that counties do what is required. We should pass this Bill to ensure that we put mechanisms in place."
